March 29 – Gov. Northam signed a law extending the worker retraining tax credit to manufacturers conducting a manufacturing orientation, instruction, and training programs
On March 29, 2018, Governor Northam signed House Bill 129. This law extends the existing worker retraining tax credit to include manufacturers conducting a manufacturing orientation, instruction, and training programs. The orientation, instruction, and training programs must meet minimum criteria.
March 23 – Gov. Northam signed a law disqualifying certain terminated employees from continuing health insurance coverage eligibility
On March 23, 2018, Governor Northam signed House Bill 1368. This law disqualifies employees who have been terminated form employment due to gross misconduct from continuation of health insurance coverage under their former employer’s policy. This disqualification may not prohibit the employee from continuation of coverage under the federal Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA).
The new law becomes effective on July 1, 2018.
March 9 – Gov. Northam signed a law providing leave rights to members of the Civil Air Patrol
On March 9, 2018, Governor Northam signed House Bill 1527. This law requires employers to allow employees who are members of the Civil Air Patrol to take unpaid leave to for training (up to 10 workdays per year) and to participate in emergency mission (up to 30 workdays per year). Additionally, employers cannot penalize employees for taking Civil Air Patrol leave. Other requirements and limitations apply.
The new law becomes effective on July 1, 2018.

On March 9, 2018, Governor Northam signed House Bill 146. This law expands military leave and reemployment rights to employees who work in Virginia but are members of the National Guards of other states.
