Gratuity Amendments

Allows an employee that is not customarily tipped to participate in a tip sharing agreement under certain circumstances; provides that an employer may allow an employee who is not a tipped employee to participate in a bona fide tip pooling or sharing arrangement with another employee who is not a tipped employee in accordance with the Fair Labor Standards Act of 1938.

State Employee Benefits Advisory Commission

Public Transit Employee Collective Bargaining Amendment

Public Library Background Check Requirements

Summary

Provides that State funds may not be provided to a public library unless the public library implements a criminal background check policy that meets specified requirements; provides that the criminal background check policy shall, among other things, identify each qualifying position with the public library and require each qualifying prospective employee to submit to a criminal background check as a condition of employment in a qualifying position.

Medical Cannabis Governance

Moves most oversight and regulation of medical cannabis pharmacies and couriers from the Department of Health and Human Services to the Department of Agriculture and Food; provides that during the transition period, Department of Agriculture may request the Department of Health and Human Services to carry out the duties described in the pharmacy provisions and technical assistance from the Department of Health and Human Services related to carrying out the duties described in the pharmacy provisions.
