February 25 – Gov. Bentley signs a law prohibiting cities, counties, and other local government enacting minimum wage and mandatory leave and benefits laws.
On February 14, 2016, Gov. Bentley signed a law prohibiting cities, counties, and other local government entities from establishing any laws that require businesses to pay a minimum wage or provide a minimum amount of leave or other benefits. The law was passed in response to the minimum wage increase that was set to take effect on March 1, 2016, in Birmingham. The fact that the new law covers local laws requiring employees to provide minimum amounts of leave is likely a response to the growing frequency with which cities throughout the country are passing mandatory sick leave laws.
The law also strengthened the state’s position as a right-to-work state by prohibiting counties, cities, and other local government entities from passing laws regulating collective bargaining covered by the National Labor Relations Act or other federal labor laws.
The law was effective immediately after being signed the Gov. Bentley.

February 9 – The Birmingham City Council voted to move the effective date for its 2016 minimum wage increase to March 1
On February 9, 2016, the City Council of Birmingham voted to move the effective date for its 2016 minimum wage increase from July 1 to March 1.
On August 18, 2016, the City Council passed a minimum wage ordinance providing for a minimum wage increases on July 1, 2016, to $8.50 and July 1, 2017, to $10.10. Starting on July 1, 2018, the minimum wage will increase consistent with the consumer price index.
With the City Council’s February 9 action, the employers will now be required to pay employees a minimum wage of $8.50 starting on March 1.
