April 10 – Gov. Ducey signed a state-level COBRA law
On April 10, 2018, Governor Ducey signed Senate Bill 1217, a law that provides employees with state-level benefits similar to those provided by the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA). Under the new law, employees who experience a qualifying event are allowed to continue their health care benefits coverage at their own cost. The new law requires employers to provide notices to employees of their continuation rights at the time of a qualifying event. Other obligations and limitation apply.
The new law becomes effective on December 31, 2018.
April 5 – Gov. Ducey signed a law limiting liabilty for ex-offender employees
On April 5, 2018, Governor Ducey signed House Bill 2311, a law that provides liability protection in certain situations to employers who hire employees or independent contractors who have been convicted of criminal offenses.
The new law became effective on the date it was signed, but it does not apply to lawsuits that are already pending.
April 3 – Gov. Ducey signed a law extending military leave and reemployment rights to member of the National Guards of other states
On April 3, 2018, Governor Ducey signed House Bill 2421. This law extends leave and reemployment rights for members of the military to employees who work in Arizona but are members of the National Guards of other states. Previously, as the law was written, the protections were only available to members of the Arizona National Guard.
