UT: State Employee Benefits Advisory Commission

Creates the State Employee Benefits Advisory Commission; provides that the commission shall, among other things, review the annual compensation plan, review proposed legislation submitted to the benefits advisory commission that amends the health care, leave, or salary benefits for State employees while considering total compensation and provide recommendations, if any, for the annual compensation plan or legislation that would make total compensation competitive with private sector employees.
