Amends specified section of the Child Labor Act; provides that the work permit shall be signed by the minor; provides that a work permit shall not be issued until the applicant has personally appeared before and has been examined by the issuing officer; provides that the issuing officer may allow the applicant to appear by video conference or other electronic means, in lieu of requiring the physical presence of the applicant.
