MT: Incumbent Worker Training Eligibility and Awards

Expands incumbent worker training eligibility and awards; revises award disbursement laws; requires the Department of Labor and Industry funds to remain in the program for future awards; provides that the department shall award grants evenly to three specified categories of employers; provides that every calendar quarter, if one category of employer does not have enough qualified applications, then the department shall distribute the remaining unused funds to the other two eligible categories.
