Revises the definitions of employer, parking cash-out program, and parking subsidy. Requires an employer to maintain a record of communication with each employee who receives a parking subsidy that those employees have been informed of their right to receive the cash equivalent of the parking subsidy. Imposes specified duties upon the State Air Resources Board.
